Our Founders:

Neil Clark and Paul Tipps, recognized as powerhouses on both sides of the political aisle, joined forces in 1986 to create what has become Ohio’s most successful bipartisan lobbying firm. Tipps, a former Ohio Democratic Party Chairman, and Clark, former Chief Operating Officer and budget expert of the Ohio Senate, have both played a defining role in all aspects of public policy and are often sought for advice and counsel by Ohio’s elected and appointed officials.

Paul Tipps (retired) is a former chairman for the Federal Home Loan Bank-Cincinnati, a board member of Janus Hotels & Resorts, a board member of the John Glenn Institute at the Ohio State University and has served on the Board of Wright State University and is a member of the Democratic National Committee.

In addition to his role as CEO of State Street Consultants, Neil Clark continues to direct election campaigns and statewide ballot initiatives and is the recipient of both the "Telly" and "Silver Anvil" awards from the Public Relations Society of America. As an often quoted reliable source in both statewide and national media, Clark is actively focused on ethical government and common sense legislation. Clark is a former adjunct professor of public administration at Ohio University and remains active in many policy areas providing counsel and direction on issues facing Ohioans.
